‘Air Kagame’: deal van de schande
De Britse conservatieve regering wilde al langer een afschrikwekkend beleid voeren tegenover de migranten die steeds talrijker met kleine bootjes de gevaarlijke overtocht wagen over het Kanaal vanuit Frankrijk in de hoop op een beter leven in het Verenigd Koninkrijk. De meesten komen uit door oorlog geteisterde gebieden zoals Zuid-Soedan, Eritrea, Afghanistan en Irak.
Premier Boris Johnson en vooral zijn minister van Binnenlandse Zaken (en Migratie), Priti Patel, wier ouders ooit als vluchtelingen uit Oeganda kwamen, vonden er niets beter op dan een ‘historische deal’ te sluiten met … Rwanda.
Vluchtelingen, die op een ‘niet-geoorloofde manier’ het land binnenkomen, zouden zelfs niet meer de kans krijgen een asielprocedure te starten in het VK, maar meteen op een vliegtuig richting Kigali worden gezet. Daar zouden ze dan eventueel asiel kunnen aanvragen, maar niet meer naar Londen terugkeren. Dit tegen alle internationale regels (o.a. het principe van non-refoulement: het niet terugsturen van mensen naar landen waar ze ernstige kans lopen op vervolging en mishandeling) over de rechten van asielzoekers in.
Dat de eerste geplande vlucht van ‘Air Kagame’ op dinsdag 14 juni mislukte, is grotendeels te danken aan de rechters van het Europese Hof voor de Rechten van de Mens in Straatsburg, die zich op de valreep uitspraken in een beroepszaak van een asielzoeker tegen dergelijke grove schendingen van mensenrechten in Europa.
Johnson overweegt nu zelfs om zijn land dan maar helemaal uit het Europese mensenrechtenverdrag (EVRM, 47 lidstaten) terug te trekken. Na de Brexit zou deze stap een zoveelste rampzalige beslissing zijn die het Europese mensenrechtenbeleid op losse schroeven dreigt te zetten en de bewaking van de buitengrenzen van de EU nog meer laat outsourcen door weinig scrupuleuze regimes, zoals bijvoorbeeld eerder al gebeurde met Libië.
Ook de sociaaldemocratische Deense regering overweegt trouwens een overeenkomst met Rwanda over de deportatie van ‘ongewenste’ vluchtelingen. Europese basiswaarden? Blijkbaar niet van tel als het over de rechten gaat van de meest kwetsbare mensen die hadden gehoopt in Europa een veilige plek te vinden op de vlucht voor oorlog, geweld, droogte en armoede in hun thuisland.
Het grenzeloze cynisme van de Rwandese president Paul Kagame die met dit soort abjecte overeenkomsten met Europese ‘partners’ (tegen betaling van 120 miljoen pond) nog wegkomt ook, dankzij zijn zorgvuldig opgebouwde imago van panafrikaanse leider die zijn ‘stabiel’ land naar een gouden economische toekomst heeft weten te leiden, is stuitend.
Dat Rwanda onder Kagame hoe langer hoe meer afglijdt naar een dictatuur is een detail dat de vele kritiekloze bewonderaars van de president blijkbaar geheel ontgaat. Ook in Afrika, waar nauwelijks een kritisch woord over deze ‘deal van de schande’ was te vernemen, zelfs niet bij de criticasters die gewoonlijk maar al te graag het Europese neokolonialisme aan de schandpaal nagelen.

On May 31st, The Guardian reported that the first deportation flight to Rwanda, carrying people who arrived in Britain without authorization — mostly refugees fleeing wars, dictatorships, and climate emergencies — is scheduled to leave on June 14th. That is one week from now.
The anxious refugees are mostly from Sudan, Eritrea, Iran, Afghanistan, and Iraq. Some of those threatened with deportation are children. NGOs and lawyer groups are taking the government to court to prevent the deportations.
Some of the crises these people are fleeing were caused by Britain’s foreign policy. In the UK, the governing Conservative Party has been roundly criticized for the proposal, especially Home Office (basically immigration) minister, Priti Patel. Her parents, ironically, were refugees from Uganda.
An editorial in The Guardian called the proposals “unjust and unworkable” and appealed to the government to abandon it. Rwanda is reportedly being paid 120 million UK pounds for the deal. The news, ironically, comes as Rwanda is accused of being among the worst perpetrators of “transnational repression” in the US, stalking, harassing and threatening Rwandan exiles there.
It also didn’t help when Rwanda’s foreign affairs minister said “… we’d prefer not to receive people from neighboring countries, immediate neighbors like DRC, like Burundi, Uganda or Tanzania.”
Surprisingly, Africa’s political class, social movements and influencers (TikTok is awash with content producers flying to Rwanda to report on its tourism and clean streets) have been quiet on all of this.
Writing on News24, Mondli Makhanya, editor of South African newspaper, City Press, expressed disgust at the silence from African Union and other regional bodies about this matter. “The very people who are quick to opportunistically accuse Western powers of imperialism and neocolonialism are not speaking out strongly against this undisguised racism directed at the continent and its people. It is rather bizarre.”
Makhanya concluded, “On June 14, barring legal challenges, the first batch of what the Conservative Party government sees as unwanted detritus will be dumped in Rwanda. It will be a sad day for human decency in this 21st century (and) it will be an indictment on Africans and how they see themselves.”
On Africa Is a Country, Abdul Tejan Cole, the human rights lawyer and former executive director of the African Studies Association, is more direct. For Tejan Cole, Rwanda’s proposed refugee deal with Britain is another strike against President Paul Kagame’s claim that he is an authentic and fearless pan-Africanist who advocates for the less fortunate.
